There's not much out there that can accept those old Wings-NGS files.
There weren't many when they were newer, either.
This one works well, and is free, but can only convert to file formats
that DO NOT contain color palettes, so you absolutely need associated
color charts.
http://www.prodigitizing.com/Downloads.html (click on the graphic logo to download the zip file)
It only converts from ngs and a few others to:
ngs
mls (Wings 2000 format)
dst
dsz
dsb
sst
ksm
exp
An excellent free conversion program is Wilcom's "TrueSizer"; while it
does support designs with color palettes, it can't do anything with
.ngs files.

I think that there used to be a 30-day evaluation version of the old
Wings, it might be possible to find and install a copy of that and use
it heavily for the 30 days to convert your collection to something
useable.
Here's a conversion product I haven't tried, along with some links to
other free products. It converts from .ngs, but again, only to non-
http://embroidermodder.sourceforge.net/
Since Wings itself (and its follow-on Corel DraWings) CAN save in home
machine formats such as pes and hus, maybe it would be possible to
contact the company and ask THEM to convert your collection.

Can you confirm this? I downloaded Embroidermodder and looked at its
source and didn't find any reference to .ngs files (at least not in
version 1.6). Do you have any reference to the internal structure of
.ngs files?

My error. When I googled for
convert .ngs embroidery
The summary hit for embroidermodder included
"(reads NGS,MLS,DST,DSZ ... "
But now looking again at the page the text was from a description of
the Coates Viewer.
