Is appliqué considered a legitimate form of quilting?

it is definitely one of the many different processes you can use to make a
quilt.
to be technical, the quilting is the quilting.
to make a quilt there are so many different techniques and methods used now
days its nearly impossible to name all of them. there are new techniques
being discovered and developed everyday as well.
we have piecing aka patchwork.
paper piecing, english paper piecing, embroidery, beading, trapunto, cording
used for both internal dimension and outside as embellishment.
its not such a single form of art any longer.
it incorporates so many different techniques and yes applique is one of
those techniques.
just my opinion of course.

It's definitely a legit form of patchwork. Whether you quilt it or not is up
to you.

It's a very legitimate way to produce a quilt top. You would still
need to add the other two layers of material (batting and backing) and
stitch all three layers together before you could call it a quilt.
