I saw a little $20 digital camera with a USB port and some species of photo
software at the drugstore the other day. Probably intended for kids. Would
that be enough? Do different cameras have different degrees of resolution
or whatever?
And is Picasa a good place to post? How much does that cost? (Times are
tough all over, you know. :-)

That would be quite sufficient; and, if you don't ever want to do much
else, you could stick with that one.
I think you will find that the fun of sharing pictures is worth the
initial outlay.
There are loads of levels of different quality; but why not start with
something inexpensive until you see how you manage with it (and get
hooked!).
Picasa might be a free photo-sharing site? There are many of those
around. I use Flickr - it has a free section (I opted for a small
annual charge to be free of adverts and not to be limited to the amount
I could store there). Webshots is free, but has a lot of adverts - some
with sound that are annoying and some flashing ones. There are more I'm
sure - someone else will chip in to let you know about them.
Believe me, if I can use a site, and load the pictures, then honestly
anyone can. I have an instinctive barrier to all things technical.....

That's a thought... Does she have a camera built-in to her cell phone?

Nope, but my SO does. Just before I read your message, we took a couple of
pictures. However, he can't transfer his cell phone pictures directly to a
computer, so we have to e-mail the pictures from his cell phone to his
brother in KANSAS, who will then e-mail the pictures to my computer here in
ALABAMA (isn't this ridiculous?) and then I can upload them to a photo host.
So this may take a while.

DH couldn't email directly to you? (Maybe you need a phone with a USB
cable -solves lots of other problems!)
