Usually (but not always -it depends!) I trim to the quarter-inch seam
allowance and remove all the paper before sewing blocks together. Only
leave it in if there are some really fiddly match points.
Of course, it's possible to fold the paper at every seam line and
stitch right next to the fold, so you never have to tear paper at all.
And this would work pretty well for a piece that's all parallel
straight seams.
