Does anyone have a pattern to carry rulers and mats? Something like
an artist's portfolio.

Why not make your own pattern? Just figure a reasonable measurement
for the largest ruler -- perhaps 1.0" to 1.5" all the way around --
and go from there. Naturally, the more rulers you have, the larger
the "extra" measurement will need to be. Choose what style of closure
and handle YOU want.

or buy an artists portfolio and cover it with a layer of quilted patchwork
to your liking.
who's gonna know if you dont tell'em.
the structure of the portfolio will protect those rulers etc better than
just quilted fabric would.

You made me think of posting, what I think is a great tip. I take ongoing
Adult Ed quilting classes & our teacher told us how to make a carrier for
your cutting mats, so they won't warp if you have to leave them in the car.
You buy a piece of poster board - (it's about 1/4" thick - is that called
poster board?). You cut it in half & then take a couple of yardsticks &
cut them for all 4 sides of the poster board. You line up both pieces of
poster board, stick the yardstick in between both pieces on three sides (2
short sides & 1 long side) - glue it down & then run clear tape around all
three edges. You can slip all but the extra large cutting mats inside &
then take the remaining piece of yardstick & that is your "lid" if you will.
It takes the risk out of toting your cutting mat around for classes or
sewing day with your friends. I used to hate taking my cutting mat
anywhere, because I risked warping it if it was a warm day. This eliminates
that worry!

If it's 1/4" thick, I think you must mean foam core. Foam core is two
pieces of thin poster board with a thin layer of foam in between and it
is VERY stiff and sturdy. Poster board is usually about as thick as the
stuff cereal boxes are made of. Foam core comes 1/8" and 1/4" thick.
HMMM -- it's so stiff, I don't really think you would need the yard
stick. Regular poster board WOULD need to have the yardsticks glued to
it to make it firm enough to keep a cutting mat safe. Either way,
sounds like it would work wonderfully!
