Google Groups is a web portal. Sewgirls *holding nose* is a web portal.
If you are reading newsgroups and posting from a web site that contains
the posts, it's a web portal, a pass-through as it were where you get
access to news groups on your browser as opposed to a news reader.
Many ISPs no longer offer newsgroups (PHOOEY on them!) and some people
who aren't highly internet-literate go to a web portal to have newsgroup
access.

I use Google when my news server is down, or when I'm away from my
computer, but it makes me crazy, and I just read, not post.

I only use it to look up old posts back in a thread, because Netscape
stopped offering that somewhere around version 4 (to my chagrin)
