They're pretty much the same. There are some news servers which don't
carry alt.sewing (fewer and fewer of them, but still a few hold-outs
which don't carry alt.* groups).
I wouldn't say they're categorically the same. Yes, there's a lot of
the same people, and a lot of stuff is crossposted to both groups, but
they're not the same.
