Look at the machine. If there are no obvious levers or buttons on the
outside of the bed for a top-loading machine; no obvious lever near the
shuttle hook area of a front-loading machine; no obvious knob on the
base of an older model; and no obvious icon or place to press on a
touch-screen-controlled model, chances are the feed dogs cannot be
lowered and you will have to use a cover over the needle plate.
If you are going to be doing a lot of free-motion work without feed
dogs, it may be possible to adjust the height of the feed dogs enough so
they do not go above the needle plate. Another option that may work for
free-motion work is to set the stitch length at zero.
