I bought some 1/2 in wide elastic with buttonholes in it. I know for
what purpose I bought it, but for what is it intended? I bought it to
make extensions on those days I BLOAT and my pants don't fit; is that
the purpose?
I bought it off the roll at the shop so there are no instructions, I
couldn't ask the clerk because she doesn't speak English. If I asked in
German, I wouldn't understand her answer.

Expanding tummies is a good use for it. I used to see it in maternity
things, and things made for kids with 'room for growth' built in. I
used some myself for a maternity skirt and several pairs of trousers 12
years ago, and the rest of the roll for things James was bound to need
adjusting... Last used a couple of weeks back in a 'needs room to grow'
dance skirt. I've also found it invaluable for making approximate fit
costumes adjustable.

It's intended for adjustable waistbands, for whatever reason you need
to adjust the waistband. I've seen it in clothes for kids and in
maternity/post-partum clothing.

The usual way I see it used is a flat button on the inside of the
waistband, with a "buttonhole" in the inside of the waistband for the
elastic to feed through. (this only works if there's a portion of the
waistband that's not elasticized.)
