How hard/expensive to replace collar on child's dress?

I DON'T sew a stitch, but I'm thinking of buying a dress on eBay for a
3.5 year old girl. I love the dress but hate the collar (it is a HUGE
round lace trimmed thing with a bow)... and I was thinking maybe I
could pay someone or convince one of my sewing friends to replace the
collar with something more subtle/smaller. I was thinking a nice
little peter pan collar instead. The dress is very traditionally
"girly", puffed short sleeves, big ruffled circle skirt, sash tie in
back, normal waistline and neckline. Almost identical to this (same
brand too):

Is this a big/hard job? If I pay someone will it be costly? Thanks
in advance if you can help me decide... the dress won't be a bargain if
I have to spend a ton replacing the collar after I get it, but if the
task is relatively easy I might go for it.

Did you see the "circle back" style. It has a much more modest collar.

For the price, these are darling. I'd consider new unless you need a size
larger than they offer.

The little sun dresses are very cute.

How can anyone make these for these prices after fabric, lace and time?
They don't look like they are poorly made.
