I am a beginner and I need some help. I have a skirt with a waistband
where the back part is elastic. The elastic has stretched out and needs
to be replaced. How do I do this.

Is it cased elastic -- elastic that is loose inside a sort of tunnel
-- or is it sewn with lots of rows of stitching that go right through
the elastic?
