There are several ways you can approach the problem, some more difficult
than others. Does the lady plan to tuck her shirt in, or is she
strictly an over-blouse type?

My question would be, is the alteration going to cost as much, or more,
than a new pair of pants the right size?

Some ladies are more apple-shaped than others, especially after a visit
to an all-you-can-eat buffet. If she's going to wear her blouse out,
you can slit the waistband in the back, patch in a v-shaped piece of
spandura or something similar, and give her the extra breathing room she
needs to indulge. If she's really round, you can even cut away the
entire front of the jeans (as long as they fit well in the ass and legs)
and splice in a maternity panel.

If she plans to wear her shirt tucked in, the project becomes more
involved (and costly).
