No reason why a dressmaker or tailor couldn't do that for you... But it

This looks like a really simple fix. If you don't have a sewing
machine, or any friends who sew, take the blouse to the alterations lady
at your friendly neighborhood drycleaner, who can probably do it very
inexpensively.
