I am having a very hard time finding a supplier for ribbed cuffs in
different colors to make uniforms.I have searched for a long time on
the internet under ribbing, knit cuffs, etc. with poor results. I'm sure
they are out there somewhere, but I need help finding them. Thanks to
anyone who can help me.

My local fabric store sells ribbing by the yard or inch, I forget which.

You might try www.homesew.com They usually have ribbing.

If you are looking for knit-in-the-round cuffs, you will probably have
a tough time finding good color matches. However, knit *ribbing* is
usually available in larger fabric stores in lots of colors, and just
require one seam to make a cuff.

If all else fails, try this:
Buy a bunch of men's ankle socks in white. In the US, you can get a
package of 6 for about $5. Cut off and serge the ankle part to keep
it from unravelling - then dye to your liking. Attach to sleeve. You
can double it over if you want. Works for me LOL!
I've used this for warm-up scrub jackets as well as other things.
