what the heck do they do? looks like you place them on spools not being used
on a machine--i guess keep teh thread on the spool from unraveling

No, you use them ON the machine. the thread will unwind but won't fall
off early, causing tangles. Particularly useful for embroidery and
metallic threads, which can be very springy. Used MOSTLY on horizontal
spool pins, but can also be useful on vertical spool pins with springy
threads and some threads on cops rather than reels.
