No, the spammers have discovered unmoderated newsgroups again.
I believe this newsgroup has a specified description, and
spam breaks the RFC (?) rules regarding newsgroups; I don't
know the procedure, but there is a place to report them
and they could have their internet access shut down (for
the 5 minutes it would take them to get another account
from the sites that host spammers).
