I must be in la la land. I am decresing every third row. I dec on
one row, purl on the second row, then here is the thirde if I
decrease third row it is k every other row. or do I decrease then do
three rows and decrease again.

Knit 1 row straight, (ie no decrease)
then purl one row straight, (again no decrease)
then decrease on this knit row.

After that you'd need to purl the next row straight,
knit the next row straight,
then decrease on this purl row.

Just keep repeating these six rows until you have the correct number of
stitches left.
